For the packager tag (1015), it adds as much value as the URL tag (1020). Either way I think the packager tag should be added as an optional tag since it doesn't impact the ability to install the package. Also, in my non-scientific survey of packages close to 90% of them include this tag. For the tags in the 257 to 269 range, I don't think there is a way to avoid having them present in the package if rpm is the tool used to create the package. Almost every ISV who creates rpm packages wil use rpm to create them, so we should at least be aware of these tags, even if we just ignore them as duplicates of other tags. On the HEADERI18NTABLE tag, I don't think it should be required. I have not found a single package that has this tag present. This includes packages from the Polish Linux Distribution which supports eleven different locales. Additionally, when a package includes multiple locale support it confuses pkgchk even more.
