General question about translation.

Hello.
I have recently switched from Mandriva 2008.1 to 2010.0 and I have 
noticed that Mandriva is lacking Polish translation.
After digging in Internet I found  that  Polish translator has left 
because lack of time.
I have prepared a two patch for inintscripts and mcc in 2010   which 
translate few strings.
Mandirva 2010.1 is on a way and I would like to help with polish 
translation (gfxboot mcc and other stuff).
I have read that first step is to translate for Mandriva without svn 
account.
So I have questions about few things.
1. Should I send patches which provides translation for certain po files 
? Or should I send whole po files ? Which is easier for maintainers ?
2. Should I open bugs for each software/tool or should I send 
translation here ?
3. Should I sync old po files with code on my own or should I ask 
maintainer to do this ?
