Maybe I've forgotten something but I do not remember any clear decision who has to do it, we, translators, or somebody else (mysterious translation coordinator?). Though, I seem to remember, it was proposed to be responsibility of developers themselves but looking at http://svn.mandriva.com/viewvc/soft/?sortby=3Ddate I rather doubt they consider it or, maybe, even know it is their responsibility...
