My clock is set to UTC and I believe everybody who uses a time server
(NTP) has set his clock to UTC. That is the non Windowze way. MS still
hasn't learned it and when you travel with a Windowse Laptop you always
have to change the clock when you change a timezone.
What you then do is change the timezone and your time is correct.

Think about it. It may be inconvenient when it changes your friends
computer's time.
