Sorry for the confusion. Using letter sized paper, in page layout I 
choose 3.5X5". 4 to a page. It is the first option in page layout. I do 
not use custom. In the next step it wants to crop the photos. I said no 
crop. When I print the page I get 4  3X4.25" photos. I get the same size 
photo when I print to pdf.
