After plugging it in and giving it a few minutes to get recognised (just in case), can you do 'lsusb' as root and see if the scanner shows up? If it doesn't, and you can use other USB equipment in the same USB connector, this might indicate that the scanner is at fault. Being that it is broken. Perhaps you have the option to try it on a different computer and see if it lights up there?
