You are probably correct about 2008.1 not including the Fluendo pack.  
My workstation runs 2008.1 and I think I had trouble with codecs to 
start with - memory fuzzy.  I had bought the megabundle on 2007* but 
bought the latest bundle from Fluendo, which helped but had trouble with 
faad (vague memory again).  No trouble now either offline or in a 
browser.  These are the faad components on this system:
