move unrar to non-free?

Interesting point came up in a Distrowatch discussion thread - could we
move 'unrar' from PLF to non-free? It's in PLF 'for its unclear
license', but reading the license I can see why it may not be okay for
main/contrib but it certainly should be okay for non-free.

This would allow people to get at their RAR archives without needing a
'third party' repository.
