You did write "if", yes, but that doesn't change what you said or  
what it implied.  Why would you even bring it up if you didn't think  
to imply that Mandriva was violating the GPL?

We're talking about security updates in this thread.  Then you throw  
out something about "packages under GPL" (remember, we're talking  
about security updates so that's obviously what you're referring  
to).  Then you go on to state (and emphasis) making the SOURCE  
available if the code is under the GPL (your words).  So essentially  
you're saying that at the very least the source code for the updates  
must be made available because we ship GPL code (remember, we're  
talking about security updates).  Then you throw in about Mandriva's  
"GPL conformity" to make it sound as though we're two-faced jerks who  
talk GPL conformity out one mouth and violate it with our actions.

Did I misinterpret this wrongly?  That's sure how it came across.   
With all your CAP EMPHASISING and double exclamations's !! it sure  
sounded you like you were trying to make a strong point.

resembling this... dismissal... above?  How about never.

Well, I think you lie.  Period.  Or you just don't understand  
anything I've ever written.  That's probably more likely.
