Wouldn't you know it! Twenty minutes after I posted this, the manufacturer's tech support got back to me with a solution. (An article in their knowledge base that explicitly did NOT apply to my model of router -- so what else is new?) At any rate, everything is now blocked for TCP. All UDP is still reported as closed with a couple of samba-related ports shown as open. That I'll have to do some checking on. Thanks for your suggestions, Michael, I appreciate it.
