Can't install xlibs-dev

I'm trying to compile KDE 3.2 and it's looking for: X11/SM/SMlib.h.  I
was hoping this was in the xlibs-dev package.  If I'm wrong, can you set
me straighten me out, I probably wouldn't need the xlibs-dev package if
it doesn't have this header file anyway.

So I'm tring to install the xlibs-dev package, but receive the following
errors (I've been able to "apt-get dist-upgrade" and install everything
else okay, just not xlibs-dev).

# apt-get install xlibs-dev
