When I did a dist-upgrade a little while ago, X 4.3 had hit sid. But now I
was facing the problem that it wanted to uninstall xlibs etc. It turned
out those libs where replaced by libice6 and other libraries. So when I
read your question, I went to the debian packages page [0] and did a
search on file [second option] for the file you needed [1].
It turned out to be in [2] two [3] packages, from which I guess the first
one is preverred. So, no xlibs is needed.

BTW, I had to do an "apt-get -f dist-upgrade" twice while upgrading my
system to the new X because of the changed dependencies and replaced
libraries.
