I don't know the code of course, but it might be that this arp-replyer code would be better suited as an arptables extension. Check out the CVS for arptables and a very recent kernel (net/ipv4/netfilter/arpt*) to make sure what you're doing isn't already available. The arptables mangle target lets you alter the arp payload. The arptables userspace tool is available at the ebtables sourceforge page.
