I use ebtables for quite a long time now, and I can assure that both 2.4.20 and 2.4.22 patches apply cleanly on respective kernel source trees. Have you activate Bridging and ebtables options when configuring your 2.4.22 kernel ? Have you installed your new built 2.4.22 kernel ? Is ebtable modules loaded ? What gives you lsmod output ? Have you tried modprobe ebtables ? Your last posts make me think you're not very familiar with kernel patching and building.
