Queueing like NF_QUEUE with ebtables

Dear list,

I'm new to ebtables but familiar with iptables/netfilter.
I would like to enable queueing for certain non-IP traffic to get packets to userspace and set verdicts (ACCEPT/DROP) there.

Netfilter does not allow this without kernel changes, as the hook calls are at L3. Can I do this with ebtables at L2?
