- why do you suspect it is a PCI interrupt routing issue?  Show
  relevant system log entries / dmesg output.

- config.opts gives no control over PCI interrupt routing.  This is,
  at least for 2.4 and later kernels, controlled by the PCI (and if
  available, ACPI) subsystems in the kernel.
