/dev/ttyS1 is (apparently) a built-in serial port, it is not your
PCMCIA card, and it is not a modem.

Please show actual messages and not a synopsis of what they were.

Until the "autoconf failed" problem is fixed, there is no point in
testing a serial port, because no serial port was assigned to the
card.

The PCMCIA-HOWTO has specific instructions.

A stupid question: you bought the modem new, from a store, right?
