Info: prepare for release shadow 4.0.12

I'm just commit change to NEWS file with schedule release 4.0.12 on
22-08-2005 because current amount of changes is good for close release. In 
11-18 August I'll off (short vacation :) so if someone still have 
something importand for commit for this release best will be do this in 
next two days.

Last week before release (as usuala) will be only for critical changes and 
for update translations (broadcast mail to translators in this time 
I'll send few days before usual week before release :).

As I promise after release 4.0.11.1 on start "~week for translators" I'll 
generate snapshot tarball for testing (will be avalaible on 
ftp.pld.org.pl).

Current list of changes:

- login.defs: removed handle QMAIL_DIR variable,
- login: allow regular user to login on read-only root file system (not only for root)

- gpasswd, grpck, grpconv, grpuconv: added flushing group nscd cache,
- pwck, pwconv: added flushing passwd nscd cache,

- chage: use -1 as value for disable password inactivity, expiration date and
  checking an password validation.

  added require ngettext (added [need-ngettext] to AM_GNU_GETTEXT() parameters)
  and stub prototype for ngettext() in lib/prototypes.h (neccessary if shadow
  compiled with disabled NLS support)
- groupadd: rewrited for use getopt_long(),
- groupadd, groupdel, groupmod, userdel: do OPENLOG() before pam_start(),
- groupadd: fixed double OPENLOG(),
- removed lib/{grpack,gspack,pwpack,sppack}.c and prototypes from lib/prototypes.h
  (outdated),
- newusers: added flushing passwd and group nscd caches,
- passwd, pwunconv, userdel, vipw: remove flushing shadow nscd cache (nscd do not caches
  shadow map),
- pwck: now pwck OPENLOG with correct name ("pwck" instead "pwsk")
  (fix by Alexander Gattin <[email protected]>),
- pwck, grpck: replace all puts() with printf() - it fixes problems with extra blank
  lines printed in some messages
  (fix by Alexander Gattin <[email protected]>),
- passwd: use separated message "Password set to expire." instead "Password changed."
  on "passwd -e" (fix by Christian Perrier <[email protected]),
- updated translations: fr.
*** documentation:
- usermod(8): give the correct range for system users (0-999 instead of 0-99),
  (http://bugs.debian.org/286258)
- chage(8): better description -1 value passwd in -E, -I and -M options,
- regenerate all roff man pages using DocBook XSL Stylesheets 1.69.0.
