Read the install docs on gentoo.org. Unless you emerge cron, syslog etc. you 
don't get them. The baselayout of gentoo only installs binaries for essential 
stuff like init, shutdown, etc. and the default /etc files necessary to boot.

You could try LFS.. but its more work.
