It is included in ESP GhostScript (http://www.cups.org/espgs/index.php).
It would be very strange if it has been dropped from the head branch of
GhostScript (GPL/AFPL).

This is strange for me. Are you using the current Subversion state (to
download with "svn co http://svn.easysw.com/public/cupsddk/trunk/
cupsddk" as shown at the bottom of
http://www.cups.org/ddk/software.php)? All releases are obsolete. Have
you read the documentation coming with the package?
