I think you are out of luck,
I looked up the PSC 1210 and 1200 printers, could not find specs for
the 1217 but it seems it could be the same family.
These printers do not use PCL, instead they support a LIDIL, which is
basically host-based printing. These types of printer are not
supported by gutenprint.

A printing system that relies entirely on the host computer to perform
all the printer processing. The computer's CPU rasterizes the data,
which creates the bitmaps of the printed pages. It also sends commands
directly to the print heads. Many inexpensive inkjet printers are
host-based printers designed for the Windows Printing System (see GDI
printer).
