new year, new patches

Hi Craig,

In an effort to keep the newlib project moving (ever so slowly), 
attached is a tarball of 7 patches for that branch only.

The first 4 patches (0001-0004) represent changes I'd like to see 
pushed, regardless of what you decide to do with the final three patches.

Those last 3 patches (0005-0007) deal with consolidating 4 
'miscellaneous' header files into a single new 'misc.h' guy.  Since 
they're documented in a single man page, that feels more natural and 
should help future users.  But if you feel they go too far, and decide 
not to push them, I'd understand.

If patches 0005-0007 are not pushed, then the #include subdirectory 
references in the current procps_misc.3 must be corrected.  And we 
probably should lose that BUGS section.

We still need to update the source file copyrights and decide on the 
name for 'libproc-2'.  Maybe that should be added to:
