Though using the normal tools people use, you'd be OK for quite some time since new users are normally added as 1 higher than the current highest uid. I would guess its a problem with X since people reported the same error using XDM and GDM aswell. I would suggest a different version of X on the server, or maybe a different version of KDM. One thing I did find was a mention that KDE 3 wont work properly on X3. That could be your problem if that's what you're running, but that's fairly unlikely I would think. Is there anything different about the 2 accounts that are screwy? Like different group, or strange UID?
