Try a higher value in ramdisk_size=XXX kernel parameter.

    I need to make it work without device files so as the package complies
    with Debian policy, and this is the last thing that's holding me up so
    I'm hoping it's something obvious/simple that I've missed (like a
    symlink in /dev for example). That said, I'll create a device file or
    two if I absolutely have to. I only care about PXE booting but it will
    want to work for other methods too.
    
    Also, setting CONFIG_DEVFS_DEBUG=y in future kernels would most likely
    make problems like this significantly easier to resolve.
