Looks OK.
Be sure that this is the file that it's actually read, you can add an
echo or message inside.
Be sure that no command line option is setting these variables to
another value, kernel parameter take precedence (anyway it should be
printed in bootmsg) [cat /proc/cmsline].
Check the RDP_SERVER_NAME value in /var/run/pxes/env.
Check the RDP_SERVER_NAME value in /etc/rdesktop.conf.
