I think so. I didn't had much NICs but I have never met NIC which
was't be able to start cod from [EE]PROM.

Bootrom code of NIC determines which boot protocol it supports. Some
firmware code can support only 'pxe', some - 'pxe' and others ('rpl' for
instance).
