Publishing QueueManager Start/Stop

I am looking to build a UI for starting/stopping the publishing queue through a ui. It looks as if I can stop it, but once stopped, the private variable s_keepWatchingQueue is set to false and I cannot change it. The start method does not reset it to true. Is there a reason for this. If I modify it to start up again will it have problems that I don't see?
