Problem in setting permission for users at folder level in cms 6.1

When user A logs in i want him to see only folder A ,but when he logs in = he's able to see folder B also.Even though he can't edit or publish any = items in folder B ,he can still unpublish the content items in folder B. How can i set permissions to these users A & B so, that they can see = only their respective folders when they login.
