I apologize; that was hasty, glib, and quite possibly unhelpful.
So let's break it down:
- before the files you referenced are detached from the kernel build,
  somebody has to make sure that the functions and variables defined in
  these files are not used in any other parts of the kernel build, and
  are also not referenced from any userspace program using the kernel's
  system map file
- as mentioned in the last paragraph of the "Detailed Description" section,
  apparently somebody has already done at least part of that work and
  sent patches to the upstream kernel developers; the change owners
  intend to incorporate these patches into the Fedora kernel package
