All of Rawhide is required, since anything in Rawhide can wind up in
either ELN Base or ELN Extras. And the Rawhide is the bootstrap base
too.

I don't see any value in keeping s390x around in a weird half-state
like that, though. It's a lot easier pulling the plug across the board
or expanding support for everyone.
