I obviously didn't make it clear.

http://download.fedoralegacy.org/ was the base URL

48fd898e50a9c26d3cad870e9c92cd45d6cc1adf  
fedora/4/updates/i386/legacy-yumconf-4-2.fc4.noarch.rpm

was the rest of the URL with a sha1sum of the package.  Put the two parts 
together:


http://download.fedoralegacy.org/fedora/4/updates/i386/legacy-yumconf-4-2.fc4.noarch.rpm

download it, use sha1sum to make sure it maches the listed sha1sum, and 
install it.

I've fixed the site so that it mentions FC4, but I should have been a bit more 
clear.
