I removed the '*legacy*rpm' inclusion rules, grabbed the entire tree, and j=
ust=20
hardlinked against our local fedora/redhat mirrors.  I found at least one=20
package (tzdata) that didn't follow the "legacy" naming convention which=20
needed to be updated on my older servers.
