Thank you for all the feedback. The conclusion I made from this email
thread for planning of the String Freeze milestone is to proceed with
the proposal I made at the beginning:

* Software String Freeze milestone is going to be planned one week
after Branching
* Software Translation Deadline is going to be planned to the same
date as Beta Freeze

Lets start with this for F28 release and we will see whether it works
or not. We can always change it, if needed.
