There is an implicit promise from the developers to meet the needs of the users, but the Zanata team has not really made any commitments to us other than hooks for Fedora-Hubs. I assume Zanata tries to address a different use-case than the one we have in the Fedora Community. I do administrate Weblate instance for quite some time now and do know how to host it (on Debian). I'm fully ok to help of a proof of concept. So people can have an idea, have a look as what opensuse do: https://l10n.opensuse.org/languages/ No translation platform is perfect, it's a matter of choices. Zanata has a great translation memory feature, competitors don't, but competitors help you to understand what's going on, what to do and make you're sure you're sync with upstream.
