Transparency -for instance ;-)

If an open-source project chooses a closed-source tool for its 
operations, that would have to be for really, really good reasons; like 
that there's nothing else providing similar services.

In this case, there are valid open-source contenders; Weblate, 
Translatewiki, Mojito, and perhaps others. I skip Pootle here, because 
it seems the project is a bit stalled, but I could be wrong.

The commercial model of Weblate (to support the devs) is based on the 
hosting part of the operation; they offer paid hosting and their 
expertise in setting up a translation project, but which is free for 
open-source projects (up to a certain size?). All the code is there for 
grabbing if you are willing to self-host your project.

As much as I like many aspects of Transifex (especially the tx-client), 
it leaves some questions unanswered which wouldn't be if the code was 
totally open-source.
And if I were to choose between closed-source solutions for a project 
like Fedora, I'd probably go for Crowdin: as a translator I like their 
interface, group communication is not awful, and translation statistics 
for a language are accessible without logging in (one of the major 
defects in Transifex which makes it difficult to recruit new translators).

But then, normally it's up to the developers to see if a translation 
system fits their workflow and to decide if some of them are willing to 
commit time to the maintenance of such a system.
