Zanata Update

Hi All,

Based on the request in the last i10n meeting, I have been checking
into the status of Zanata to get us a definitive answer as we make our
plans.  Here is that answer:

Zanata no longer has a functioning upstream and is on "ping and power"
level life support to keep our instance running.  At this time there
is no reason to believe the project will become viable so we need to
consider where we want to host our translation in the future.

Ping and power support means that someone keeps the machine turned on
and will restart it if it fails. They will not patch, upgrade or fix
the software.

I support us moving our translation platform and updating our
processes to make participation easier where appropriate.
