Hi Tian! The dropdown list is populated alphabetically using the current locale. The "Please choose" should definitely be at the top, I'd open an issue at upstream weblate for this. The language codes are correct, it is just missing the Taiwan variant (zh_Hant_TW), you should also report this to upstream.
