Translating Fedora docs URLs

Hi all,

Fedora docs' source strings have URLs to doc pages in /en-US/
language. For me it is surely better to change it to my language, but
such translated versions haven't been published yet. I could use
change e.g. /en-US/ to /pt-BR/, but I wouldn't be able to test it.
Right now, trying to access the translated version gives me a 404 Not
Found page.

Example URLs:
- Good: https://docs.fedoraproject.org/en-US/council/policies
- 404: https://docs.fedoraproject.org/pt-BR/council/policies
- 404: https://docs.fedoraproject.org/council/policies

Is there a general URL format that deals with language content,
allowing me to not specify the language in the doc page URL?
