I'm not sure I have an answer, but check to see if the backup is checking the heartbeat on both interfaces with tcpdump. also in your lvs.cf, do you have the lines primary, primary_private, backup and backup_private? maybe you don't have the private config lines? hopefully that helps out a bit.
