/etc/rc.d/init.d/pulse restart *should* work.  If you have two directors 
you will need to manually copy the lvs.cf over and restart both.

You may want to look into Piranha's FOS mode, or you might look into 
Clumanager.  OTOH, Alex's suggestion (weight 10000 vs. 1) may suffice.

If you want to request that this feature be added, then submit a bug at 
bugzilla.redhat.com with severity="enhancement".

Red Hat often chooses the tried&true over the latest&greatest for 
stabilility reasons.  Our kernel version is a bit lower than the latest 
one at kernel.org, too. ;-)
