Pulse not starting on RH7.3

Hi, I'm diving back into LVS after 1 year break. I loaded RH7.3 as
server then followed the instructions from
http://www.linuxvirtualserver.org/Joseph.Mack/mini-HOWTO/LVS-mini-HOWTO.
html. When I try to start pulse I get:
 
"Starting pulse: pulse: no active lvs services defined in
/etc/sysconfig/ha/lvs.cf         [FAILED]"
 
I'm sure I did something wrong but I'm a "tell me step 1.2.3" kind of
person and I haven't been able to find a good source for step by step
instructions so I probably did something wrong.
