httpd causing problems???

Hi All, 
    I am new to Piranha and LVS. Maybe you can help.
I am running two new identical Pogo-Linux servers with Redhat Advances Server 2.1, Apache 1.3.27, LVS clustering with Piranha-gui for control. 
My problem is that when httpd is running  (set to run on boot) on both the primary and back-up servers the website hangs on loading the first page when I go to the site. Is this due to how the scheduling is set up? When I killall httpd on the backup server the active server runs fine (after reboot) but on fail over there is no httpd running on the backup server so it cannot serve the site. and as soon as I start the Apache web server on the backup things start hanging again. Any suggestions?
