Can you run "tcpdump -n -i any arp" from the backup node while doing manual failover and send us the result ? Just willing to make sure pulse is actually sending ARPs. I'm asking because people (on this list and also on lvs mailing list) reported problems of this kind, which actually were problems generated by routers caching arp entries or needing both ARP queries and replies. Also, start pulse verbosely (pulse -v -c /etc/sysconfig/ha/lvs.cf) and watch the logs to make sure you get "gratuitous fos arps finished".
