Would you please tell me about this RH 7.3 ARP
PROBLEM, and what Kernel you are running???  Did you
update to 
errata "kernel-2.4.18-24.7.0" ?  Where did you read
about this?   I am wondering if this has any
relationship to my two LVS boxes getting confused
(apparently) after long uptimes (over 50 days which is
normally not all that long)  and getting called on
to do failover, but erroneously leaving VIP and
Vdevices in place, even though lvs is no longer
running on the backup.
