VIP already assigned somewhere on the network !

Make sure you don't have any pulse|fos|lvs|nanny processes before
restarting pulse. Check, using netstat -anp, that nothing's listening on
udp:539. If there something which is not pulse, edit lvs.cf and change
heartbeat_port.

Check you have the exact same lvs.cf on both machines. Check you didn't
mistyped the VIPs.

Can you send you lvs.cf ?
