I experienced this some years ago.  I was using a PPI 33.6K modem.  I
was trying to connect with one of the new v.92 modem banks, and it
turned out that one of the handshake signals it used sounded to my
modem like a busy signal.  If you use a normal telephone and dial that
number, see if you hear something like a busy signal.  When I called
my ISP, they gave me another number that was compatible with my
modem.
