I used minicom and tried following

AT S7=45 S0=0 L1 V1 X4 &c1 E1 Q0
OK
atz
OK
atdt6491398
BUSY
atdp6491398

Does this mean that my line is not setup properly?

ATA causes the modem to go into Answer mode, itll pick up and send a
carrier. What seems to be happening is thst its picking up the line,
sending a carrier but gotting no response and timing out.

If you are tryin to dial-in, use atdt
(for tone) or atdp

(for pulse).
Now if you want the modem to pick up when someone calls, set ATS0=x
(where x is the number of rings to wait unitl it picks up)
