Cannot get ISDN Adapter to work

I am having endless problems with my ISDN Adapter on my Red Hat 9 machine.  It is a fresh
install, kernel 2.4.20-whatever.  the Network COnfig picks up the card without a problem,
but I get the following error in /var/log/messages when I attempt to activate teh ISDN
connection:

Feb 16 00:21:25 Gandalf kernel: isdn_ppp_bind: Can't find a (free) connection to the ipppd
daemon.


Any help of where to go from here will be great.  I am losing hope, have been strugling
for 3 days solidly now.
