Have you considered removing all power from the machine?

Lots of hardware will maintain a flakey state until you drop power. SCSI is notorious for this, as are some NIC's. Since most on/off buttons aren't really power on/off buttons any more, I suggest you pull the plug from the wall, wait 10 secs and try again.

If the BIOS is wrong, there's little point going beyond power up.
