Did you restart xinetd after setting wu-ftpd to allow connections?

I have Linux 7.3 and Wu-ftp 2.x running but cannot connect from "inside" or
"outside" the network. I get "Cannot connect to remote server socket error
10060". I have the iptables set to allow traffic on ports 21,23,1024 as per
advice from other linux users but still get the same error. Any help would
be
appreciated.
